XMLTV (General) / Timezone offset issues

I'm trying to setup a MediaPortal PVR using the generic xmltv download. The issue I have is the show times aren't correct - or rather the timezone setting doesn't seem correct.

Eg. "Sunrise" for example, is 6:00am every day (xml data is below). The time in the .xml file is 1900 (7pm), and the timezone offset is set to +0000 instead of +1100. Is there anything I can do about this rather than writing my own script to go through and replace all "+0000" with "+1100"?
The 'offset' settings in MediaPortal don't seem to work, because the .xml file is hardcoded with the timezone offset.

What fantastic news as I was very cranky when I heard Canberra wouldn't get One HD.
