Credit Card Surcharge??

I was reading another forum today and a contributor stated that there is a 1.5% credit card surcharge for auto renewing subscriptions. Is this true?
If so, it smacks of gouging the customer as credit card is the only practical way to pay for online services like IceTV. Or is there an alternative payment method available? I'm pretty sure IcetV wouldn't be happy to receive envelopes with cheques.
This may seem small potatoes ($1.18 on the $75 auto renewal fee) but is the sort of thing that has an disproportionate irritation factor.
